The company appoints Mr Jones a new head of department. He does an excellent job, but spends a lot of time checking the reports of subordinates. Even those employees who have never made mistakes are tested. With large amount of work, Mr Jones has to stay until late at night, but even so he does not have time to submit reports in time. Because of the delay, incentive payments are reduced, as a result, the entire department have not got their bonus, although the employees did their job well.
